Atlanta is considering whether to ban baggy pants that show boxer shorts or thongs. The rule would be an amendment to the city’s indecency laws. Thongs that show or baggy pants would be considered “indecent exposure of undergarments" and would be punished with a fine. The measure's sponsor, Atlanta city councilman C.T. Martin, says sagging pants are an "epidemic" that is becoming a "major concern" around the country. Opponents say a law legislating dress code would never stand up to a legal challenge.
