Thongs that show or baggy pants would be considered “indecent exposure of undergarments" and would be punished with a fine. The measure's sponsor, Atlanta city councilman C.T. Martin, says sagging pants are an "epidemic" that is becoming a "major concern" around the country. Opponents say a law legislating dress code would never stand up to a legal challenge.
