A federal grand jury has charged an owner of a computer technology company with conspiracy and bribery of a former Atlanta school official.
R. Clay Harris of Fairburn is accused of paying more than 230-thousand dollars to Arthur Scott, a former technology director of Atlanta Public Schools. In May, Scott pleaded guilty to accepting over 300-thousand dollars in bribes--he’s agreed to help the government in return for a reduced sentence.
The grand jury alleges that Harris’ company, Multimedia Communications Services, collected more than 11 million dollars from 2000-2002 with the help of Scott. Money collected was through the federal E-rate program. There was no competitive bidding for the program, which gives schools and libraries money to set-up high speed internet.
