Finding solutions to Georgia's infrastructure and transportation problems is expected to be a main issue in the upcoming legislative session. Funding shortfalls have plagued the system for 20 years, partly because of competing regional interests within the state. But transportation leaders said Wednesday the unsettled economy - and the prospect that companies are fleeing Georgia because of Atlanta's traffic-choked streets - are forcing them to cooperate in unprecedented ways.
