Georgia Senate: Rob Brown Takes Floor, Invokes James Brown

The minority leader from Macon calls on the citizens of Georgia "to lend me their ears." Warns if he goes too long, to "hit him on the floor."

Begins by saying that when he came here, he was called on by the Lt. Governor to go to the well. Brown says he went over to the water fountain.

(The well is where the Senators speak.)

Brown turns on the story to say the general public isn't going to understand all the lingo attached to this legislation. Then goes on to explain he believes this is an accelerated rate increase.

"This is not the place to make this decision. The PSC should make the decision."

So Brown basically argues to throw this out.

Then, he says, since it's here, let's look at it.

First he says, nobody could do this.
Then Brown, who just twenty minutes was looking at his email and pictures, displays deft knowledge of the policy.

He adds, if this didn't help big business and Georgia Power, the "Gucci Shoes" would be all over here.

The music, by the way, has stopped, and for the first time today the entire chamber is quiet, listening to Brown's speech.

Georgia Power is a good company, Brown says. But the GP that is before you today is a monopoly. "Selfish. Greedy."

"And there's nothing wrong with that. That's what a monopoly is supposed to do."

Then adds, but the PSC is there to knock that greed back.

They'll vote in just a few minutes...
