The bill would make it illegal to remove collars with tracking devices in them from certain dogs. Representative Bobby Franklin (R.) of Marietta tried to ammend the bill to make abortion illegal as well, citing that the bill, in its originality, was to prevent dangerous dogs used in dog fighting from harming innocent children. The Chamber failed to pass the ammendment and the bill passed as is.
